white spacer and mixture alteration

Now I am a bit confused. My bike is a 2001 purchased in texas. My bike seems to run very lean. Seems to run better (at least I pick up maybe 100 rpm if I pull the choke out) with the choke at one notch.
Question: If I pull the white spacer out and pull the little brass cap off of the enrichment screw and turn the screw out a bit will this make the bike run as it was origionaly designed to run. My understanding is that the white spacer is just to meet polution standards which ofcourse robs you of some power and just makes the bike run lean. I can live with the backfiring issue at shutdown. (my murry riding lawnmower does the same thing)
Quesion: is removal of the white spacer just for backfiring or is it more for making the engine run as origionaly designed???
